Here, we're on top of an enormous dune overlooking the city. Villa el Salvador is actually a very well-planned city, despite its poverty. The neighborhoods are divided into tidy grids, all of which include many of their own services, amenities (such as parks) and government. Unfortunately, there's just not enough money to maintain a decent standard of living for Villa el Salvador's inhabitants. I was told that unemployment in Peru stands at 58%, and it's much worse in Villa.
